The Bajau community on the East Coast of Sabah have a very unique lifestyle – They live on Lepa and only come ashore for food, water supply and during this LEPA festival. LEPA : In Sabah East Coast Bajau community dialect, lepa means "boat". The lepa boat is a cultural legacy inherited by Bajau  people from many generations ago. The existence of lepa is believed to originate from the fishing community who live in Bum Bum Island and used by the Pa'alau people along the coast of Semporna. One can see the Sea Bajau (Bajau Laut) fish on the clear and shallow water of Semporna. The live in their boats on the sea most of their life. Present day, some groups have settled on tiny islands. From an event observed only by the sea gypsies of Sabah, the Regatta Lepa Semporna is now an official state festival; an important agenda in the national tourism calendar. The Regatta Lepa has been celebrated every year since 1994 to commemorate the Bajau tradition of building these splendid boats. The lepa regatta was first held in 1994 as a district-level event before being upgraded into a state festival. Since 2003, Regatta LEPA became an national event in the Malaysia water festival. The Bajau seafarers' proud maritime heritage came alive recently in this annual festival of Regatta LEPA, featuring their boats, the LEPA with participants dancing at the helm of their boats, decorated in full color. The event attracted thousands each year. Judging the most beautiful LEPA Every one is excited as the colorful sails take to the sea to compete for the prize of the most beautiful lepa. This is judged based on its decoration, local ethnic music and dances performed on board, sambulayang (sails) and tapis-tapis (small flags). Points are awarded based on decorations, the intricacies of the carvings and designs, ethic music, regalia and traditional dances performed on board.   Highlight of LEPA : The high light of LEPA event is to choose the most dazzling Lepa from the beautifully, colorfully adorned boats which are lined up at the waterfront. On the decks are smiling dancers and musicians dressed in equally colorful traditional attires. Other attractions in Regatta LEPA : include sea sports such as rowboat, sailing and kelleh-kelleh (small dugout boat) competitions, lepa tug of war, and duck catching competition. Each boat a beauty dancerEvery LEPA family has they own beautiful girl welcoming visitors with graceful igal-igal dance. During the Regatta Lepa, the boats are decorated with brightly colored sails known as sambulayang and tapis (small triangular flags). One can view a traditional LEPA boat at Sabah Museum in Kota Kinabalu City. In the museum's Heritage Village displays a Lepa house boat. This boat was used as an abode by a local community in the Semporna. The Sabah Museum Heritage Village is situated within the Ethnobotanical Gardens in the Sabah Museum Complex. Formally, the Sabah Museum Heritage Village was known as The Sabah Museum Traditional Houses.

The Sea Gipsy of Malaysia They live their lives on their elaborately carved Lepa, which in the Bajau language refers to a single-mast sailing boat. It can only be made using the Red Seraya wood (Shorea plagata).

For generations, these nomadic people lived on these boats. The Bajaus who live most of their lives out in the sea have inherited peerless skills in making intricate wooden boats. Once true nomads of the seas, the Bajaus would only come ashore occasionally on land to collect fresh water, firewood and to bury their dead.

Lepa-lepa Festival in Semporna popularized by Dandai for tourist attraction.  Sakaran (bin) Dandai, Tun (Datuk Seri Panglima Haji) (b. April 15, 1930, Semporna, North Borneo [now Sabah]), chief minister (1994) and head of state (1995-2002) of Sabah. According to the Lepa Secretariat office, the regatta was inaugurated in 1994 to commemorate the Bajau tradition of building these splendid boats, the festival begins with the arrival of the Lepa from different villages, headed by the respective village leader. Tranquil turquoise waters and the rich bio-diversity of its colourful reef have attracted seafarers and fisher folk to Semporna and its surrounding islands. Semporna is also home to the Bajau Laut, the second largest ethnic group in Sabah and one of the major maritime communities in South-east Asia. Also known as the sea gypsies of Sabah, the Bajau Laut once lived their entire lives aboard their traditional 5m long and 1.5m wide single-mast sailboat called lepa made from  tropical hard wood. In these inconspicuous vessels, they inexorably rode the highest waves and brazenly conquered the fiercest storm as they migrated between the islands of the Southern Philippines, eastern Borneo and Sulawesi.

The most beautiful lepa :  REGATTA LEPA is to choose the most dazzling  boat from the beautifully built, brightly adorned LEPAs lining up at the waterfront. On the decks of the boat lepas are smiling dancers and musicians dressed in equally colorful traditional attires of the Sea Bajau. In the lepa's they  also have a group of musicians and a couple dancer and the lepa's will make a round infront of the VIP's and the judge's stage. In this competition the judges will give a point for their performence related to beautiful lepa's and the best dancer's. This dramatic cultural event held every April Semporna town of Sabah. This festival is to celebrates the Bajau tradition for their craftsmanship skilled in  ‘Lepa’  -- a ‘boat that hand-made crafted’ in Bajau Semporna language During the Regatta festivals is  a competition of decorative Lepa boats, a time to show off which Lepa boats are the best. The most beautiful traditional sailboat judged base on its decoration, local ethnic music and dances performed on board, sambulayang (sails) and tapis-tapis (small flags). Thousands sail into town in all kinds of boats including the gaily-decorated lepa and traditional jungkong to compete for prizes. The flotilla of colorful banners ridden lepas in the upper background makes quite an introduction before you see the paddler in the foreground.

It was a beautiful sight to see the silhouettes of sambulayang sails from various Lepa-lepa boats as they skimmed across the sea water. A typical Lepa boat measuring 5 meters in length and 1.5 meters wide. These boats were used in almost every aspect of Bajau life - their floating homes, their fishing boats and their transport vehicle. Those you saw in  in competitions are vary in size, some were build for this annual  competition. The body of the Lepa consists  4 main parts : 1)  the pointed bow (tujjah), 2)  its boat body  (lepa), 3) the walled-house structure (tapi) and 4) the sago palm leaves-made roofing (kajang).

Indigenous wooden boats that brought the Sea Bajau increasingly to settle in Sabah's shores since the 1970s drawn by Malaysia's better economy and security. They speak their own dialect, and are fluent in the ways of the sea. This is their mobile home on the water.

Kibaran Sambulayang atau Lambaian Sambulayang di Daerah Semporna melambangkan ada sesuatu perayaan atau acara yang akan atau sedang berlangsung di daerah ini.

Sempena Regatta Lepa perayaan tahunan yang tercatat dalam kalendar Pelancongan Malaysia akan berlangsung di Daerah Semporna, Sabah pada 24hb dan 25hb April 2010 yang mana akan dilancarkan oleh TYT Negeri Sabah dan dihadiri oleh semua lapisan masyarakat seluruh sabah dianggarkan 60 ribu hingga 70 ribu orang dan khususnya, oleh pemimpin - pemimpin sabah yang diketuai oleh YAB Ketua Menteri Sabah dan ada juga diantara pemimpin - pemimpin dari Sarawak dan Semenanjung Malaysia yang datang sama - sama menyaksikan perayaan ini, terutama sekali pelancong - pelancong dari luar negeri.

Kibaran Sambulayang berwarna- warni ini ada warisan nenek moyang bangsa Bajau Semporna sejak zaman silam lagi, sehingga hari ini masih segar dipelihara lambang kegagahan dan kehebatan kreatif kesenian warisan budaya di zaman silam.

Lambaiyan Sambulang siap dipasang di setiap rumah sepanjang jalan raya sejauh 14 kilometer dari Bandar Semporna sebagai menandakan perayaan Regatta Lepa di daerah ini akan bermula.

Daerah Semporna : Gotong - Royong Perdana

SEMPORNA :

Program gotong - royong membersihkan Bandar Semporna disertai oleh kira - kira 3,000 orang terdiri daripada kakitangan kerajaan, swasta, pertubuhan sukarela, pelajar, anggota polis dan tentera.

Tuan Pegawai Daerah Semporna merangkap Pengerusi Majlis Daerah Abdul Muhammed Ibnu Abdul Kadir berkata, "pendekatan diplomasi yang diamalkan antara masyarakat Daerah Semporna dan pihak Majlis Daerah merupakan penyumbang kepada kejayaan kerbersihan ini."

Beliau berharap kempen kesedaran akan diteruskan kepada kumpulan sasar seperti mereka yang tinggal di Kg. Air.

 "Gotong Royong Perdana" tersebut telah dilancarkan sempena Regatta Lepa Daerah Semporna minggu depan iaitu pada 24hb dan 25hb April 2010, oleh Datuk Jaujan Sambakung sebagai mewakili Menteri Kemajuan Luar Bandar dan wilayah, Datuk Seri Mohd Shafie Apdal.

Datuk Jaujaun, berharap pemimpin dan pegawai kerajaan terus berusaha meningkatkan kesedaran masyarakat betapa pentingnya menjaga kebersihan bandar kita.

Tiga Orang Hakim Mahkamah Rayuan Syariah Sabah di Lantik

KOTA KINABALU :

Ketua Hakim Syariah Persekutuan dan Pengarah Jabatan Kehakiman Syariah Malaysia ( JKSM ) Tan Sri Haji Ibrahin Lembut  telah menerima perlantikan sebagai Hakim Mahkamah Rayuan Syariah Negeri Sabah pada Selasa, April 6, 2010 bersama - sama dengan dua orang yang lain iaitu, Datuk Haji Muhammad Asri Abdullah dan Datuk Haji Mohd Yusup Che Teh.

Surat perlantikan mereka tersebut, telah disampaikan oleh TYT Tun Ahmad Shah Abdullah, ketika majlis penyampaian perlantikan itu, berlangsung di Istana Negeri Sabah.

Perlantikan tersebut adalah dalam tempoh tiga tahun sahaja sehingga berakhir tahun 2011.

Kanak - Kanak Tanpa Dokumen Boleh Bersekolah

KUALA LUMPUR :

Pada Selasa, 6hb April, 2010 di Dewan Rakyat Timbalan Menteri Pendidikan, Datuk Dr. Wee Ka Siong berkata, ketika menjawab soalan Datuk Mohamed Aziz ( BN Sri Gading ) kajian komprehensif tentang kanak - kanak tiada dokumen telah siap dan lengkap pada September tahun lepas ( 2009 ).

Pelbagai cadangan akan dibentangkan kepada kerajaan berdasarkan kajian tersebut, termasuk mendaftarkan murid - murid tersebut di sekolah kerajaan dan sekolah bantuan kerajaan, selepas mendapat pengesahan status mereka daripada ketua kampung, sebagaimana yang dijelaskan dalam pekeliling bertarikh Mac 11, 2009, tahun lepas. Bagaimanapun tertakluk kepada syarat yang ditentukan, seorang daripada ibubapanya mestilah warganegara malaysia.

Kementerian Pendidikan akan menguatkuasakan Pendidikan Sekolah Rendah menjadi pendidikan wajib dan ibubapa akan dihukum di bawah seksyen 29(A) Akta Pendidikan 1996, jika ibubapa gagal mendaftar anak bersekolah.

Pulau Larapan Semporna Sabah : Telecentre For Semporna's Bajau Community

KUCING SARAWAK :

The livelihood of the Bajau community in Pulau Larapan , one of the 49 islands in the pictureque Semporna, Sabah will be improve with a telecentre on the island becoming fully operational by may.

It is hoped that the telecentre, named '' Paglatunan ( meaning messenger in Bajau ) e-Larapan by the local, would improve the economy of the people.

The island which has two villages - Kampung Larapan Hujung and Kampung Larapan Tengah - has a total of about 1,000 residents with fishing becoming the main economic activity while a small number of them work at pearl firms not far from the island, while some women are involved in small-scale tapioca farming.

Pulau Larapan about 30 minutes ride from Semporna, is glaringly marginalised from mainstream development as people are relaying heavily on individually-owned generators to light up their houses.

The telecentre will be powered by solar system, which utilises of the most efficient and powerful sources of natural energy -  the sun.

Project Manager for the eLarapan project, Mohd Faisal Syam Abdol Hazir said a home stay programme would be implemented to uplift the livelihood of the people.

'' We hope Pulau Laparan will become a tourist destination and generate income for the peolple and improve their livelihood." he told reporters here yesterday - Bernama.

Bayaran Wad Hospital Kerajan untuk Pegawai dan PESARA dimansuhkan

KUALA LUMPUR :

Kerajaan memansuhkan bayaran wad yang dikenakan terhadap pegawai dan pesara perkhidmatan awam yang mendapat rawatan di hospital kerajan berkuatkuasa 1hb April 2010.

Ketua Pengarah Perkhidmatan Awam Tan Sri Ismail Adam berkata menurut Pekeliling Perkhidmatan Awam Bilangan 4 Tahun 2010 yang dikeluarkan Jabatan Perkhidmatan Awam pemansuhan itu turut terpakai untuk anggota keluarga dan ibubapa mereka.

Kelayakan untuk angota keluarga dan ibubapa sah adalah berdasarkan kelayakan yang ditetapkan kepada pegawai awam berkenaan.

Kelayakan wad untuk pesara dan anggota keluarga mereka pula adalah berdasarkan gred hakiki terakhir pegawai sebelum bersara.

Kelayakan wad untuk pegawai pengurusan tertinggi, Gred 45 - 54 ialah kelas 1 bilik seorang Gred 31 - 4 ( kelas 1 bilik berdua ), Gred 21 - 30 ( kelas 1 bertiga ) dan Gder 1 - 20 ( Kelas 2 ).

Peruntukan pekeliling perkhidmatan ini pada keseluruhannya turut dipanjangkan kepada semua Perkhidmatan Awam Negeri, Pihak Berkuasa Tempatan dan Pihak Berkanun.

" Jika tidak ada salahnya bagi Menteri Industri Perladangan dan Komoditi, untuk berjabat tangan dan bergambar dengan para pemimpin pembangkang seperti Setiausaha Agung DAP, Lim Kita Siang semasa rumah terbuka Tahun Baru Cina, kenapa pula gambar beramai - ramai saya dengan Yong bersama - sama beberapa rakan lain semasa majlis itu diperbesar - besarkan?," soal beliau.

Beliau menegaskan Perdana Menteri Datuk Seri Najib Tun Razak menghormati konsep 1Malaysia dan melantik seorang cina sebagai setiausaha politiknya untuk mencerminkan keikhlasannya.

Salleh berharap penduduk dikawasan Silam juga akan mengikuti contoh baiuk yang ditunjukkan Perdana Menteri untuk kebaikan negara.

" Lagipun kita hanya lah masnusia biasa, tidak ada sesiapa yang sempurna," katanya, sambil menambah, beliau akan meneliti perkara itu sebelum mengambil tindakan undang - undang terhadap penulis blog berkenaan kerana berniat jahat terhadapnya.

Terdahulu dalam ucapannya, beliau menggesa penduduk Silam supaya kuat dan bekerja keras untuk perpaduan semua kaum.

" Kita tidak seharusnya menjauhkan diri antara satu sama lain disebabkan perbezaan agama, tetapi sebaliknya kita harus bekerja keras bersama - sama untuk membangunkan Silam demi generasi akan datang," katanya.

Beliau memuji sekumpulan Pemuda diketuai Vincent Wong yang telah mewujudkan laman web Lahad Datu mereka sendiri untuk mempromosikan industri pelancongan daerahh itu kepada dunia.

Beliau percaya, dengan adanya laman web seperti itu lebih banyank maklumat boleh didedahkan kepada dunia dan seterusnya membantu promosi industri pelancongan Teluk Darvel.

Beliau juga berharap, laman web ini akan memberi contoh positif kepada penulis blog lain supaya lebih bertanggungjawab dan jangan menyalahgunakan internet untuk kepentingan peribadi.
